1. vinyl has no upkeep.... wood will fade, need painted or stained and sealed several times over the years.


2. Definitely vinyl. Almost all new home builds use vinyl. There is no upkeep with vinyl....wood is very labor intensive. If you are spending the money for replacements make sure you choose low-E glass, double sashed and even better the top and bottom windows should pull in for easy inside and outside cleaning.
