How can I test a new motherboard?

I'm getting ready to build a computer. Right now I'm buying the various parts. I have everything except the motherboard and the Operating System. If I buy the mother board and not an operating system, is there some way for me to check the mother board to make sure it's functioning. If I order a mother board and it's "dead on arrival" (DOA) I have only 30 days to return it for a replacement. My question: Do I have to have an operating system (like windows xp) to install on my new computer before I can tell whether or not the motherboard is working? Seems Xenia is saying I don't need an operating system to check my components including the mother board. Is this correct? pt.....I don't understand what you mean "complete the circuit".....what circuit and where? Why would I need to "complete the circuit"? Help me out here. Explain a bit more....I mean lots more.

  1. If you know what you are buying and everything is compatible, then when you put them together and start the system you are looking for a single beep from the pc's inner speaker. This is the beep of victory, means everything works. No beep at all ,make sure your connectors and wiring are correct, Too many beeps mean something is misplaced or incompatible,or something is missing.Assuming you have monitor,if you see the BIOS setup screen during boot then everything is OK.

  2. if you have a video card or built in graphics and a monitor, a power supply, and a processor you can hook those up and then using a screw driver complete the circuit on the power pins and if you see the motherboard picture and all your motherboard works if nothing happens it doesn't
