The help and support page (Windows vista home prem.) is blank. Where is a downloadable replacement file?

Just looking for files that were part of the system that were somehow deleted. I have backup discs but the terminology for this program eludes me.How can I determine which of the many titles is the help & support file?

There is no downloadable replacement. You can try running a repair on Windows with your discs or even possibly reinstalling Windows.
