When replacing windows do the cills go in first or after the window?

I am assuming the windows are replacement windows because they are the slim variety. But just in case if they are new windows then when would the cill be installed? This is on a porch at my daughter's house. The only windows out there were storm windows so hence the reason for new ones.Thanks in advance :)

1. You install the windows first and then trim around and add the window sill. Hope that helps you out!
